Haines Borough Public Library and the Chilkoot Indian Association tribal government developed a partnership to create a model for a technology-awareness program that provides training to tribal members and others through a US IMLS Enhancement Grant. The name of the project reflects the Tlingit belief that dragonflies are transports of the human soul and symbols of transformation.
