This initiative is part of AT&amp;T’s Connected LearningSM program and its commitment to bridging the digital divide. <a href="/pla/initiatives/digitalliteracy/incentive">Applications are now open</a> for the PLA Digital Literacy Workshop Incentive, as well as for the new PLA Digital Navigator Workshop Incentive. With the additional support from AT&amp;T, PLA will offer new and improved <a href="//C:/Users/jk194d/AppData/Local/Microsoft/Windows/INetCache/Content.Outlook/GQJN27H3/digitallearn.org">DigitalLearn</a> course modules that are freely available to anyone through DigitalLearn.org and AT&amp;T ScreenReady®. </p> <p>Since 2022, PLA has helped nearly 400 public libraries conduct more than 3,800 workshops, training more than 19,000 learners across 45 states through its digital literacy incentive programs.</p> <p>The 2024 workshop incentive will provide libraries with the funding and resources necessary to teach basic digital literacy skills using PLA’s DigitalLearn courses and training materials. A 2023 library awardee remarked, “These experiences have been wonderful, seeing patrons overcome their fears, learn from mistakes, and gain the courage to try again. These weekly classes became a hub of community and knowledge.” This year’s incentive will support 50 large libraries with $10,000, and 50 small libraries with $5,000, with an overall goal of reaching more than 5,000 learners across the country.</p> <p>“The just-released <a href="/pla/data/plasurveys">2023 Public Library Technology report</a> details the essential role of libraries and library staff in advancing digital equity and inclusion in communities of all sizes,” said PLA President Michael Lambert. “PLA’s sustained collaboration with AT&amp;T boosts the capacity of our libraries to expand their reach and empower more residents with the digital literacy skills needed to fully engage in a rapidly shifting digital landscape.”</p> <p>“Public libraries are an incredible avenue for community members to access vital digital resources,” said Mylayna Albright, AVP, Corporate Social Responsibility, AT&amp;T. “We’re proud to be collaborating with PLA as they assist libraries in bringing our workshops and classes to people across the nation.”</p> <p>The new PLA Digital Navigator Workshop Incentive will support digital navigators at public libraries utilizing DigitalLearn materials to support library patrons with ongoing, individualized guidance with their devices, connectivity, and digital skills. PLA will award 35 libraries with $4,000. Libraries must have existing digital navigators to apply.</p> <p>Both incentives are generously supported by AT&amp;T. The application period will remain open to public libraries from July 26, 2024, through October 18, 2024.</p> <p>AT&amp;T and PLA have also collaborated to add and update more than a dozen online DigitalLearn courses in English and Spanish, covering topics ranging from email setup to online safety. The new policy is a keystone of FCC Chairwoman Jessica Rosenworcel’s <em>Learn Without Limits</em> proposal, <a href="/news/-welcomes-Learn-Without-Limits">announced</a> at Annual Conference in June 2023, to meet increasing connectivity needs nationwide by expanding and modernizing the E-rate program.</p> <p> President Cindy Hohl said, “Until everyone has an affordable home internet connection, hotspots are a promising alternative in most communities – and America’s libraries have proven success in lending them.</p> <p>“Libraries are the go-to place for millions of people who need a connection to the internet and the technology to use it. Library hotspot lending programs bridge digital divides, closing the homework gap by equipping students to complete assignments and communicate with teachers, and enabling everyone – jobseekers, adult learners, and families – to connect with community services.”</p> <p>Library hotspot lending, a trend that began to emerge a decade ago, was vastly accelerated by the pandemic. With experience using public funds to purchase and lend a wide range of resources, libraries are equipped to develop and enforce acceptable use policies for federally funded hotspots. <a href="/sites/default/files/advocacy/content/telecom/broadband/Keeping_Communities_Connected_030722.pdf">Over the last three years</a>, more than a thousand libraries have provided Wi-Fi hotspots to connect patrons, including students, through more than $248 million of the FCC’s Emergency Connectivity Fund (ECF).</p> <p>Support for hotspots through the Learn Without Limits program comes amid concerns about the impact of recently sunset <a href="/advocacy/broadband/digital-equity-resources">pandemic-era programs</a>, including the ECF. The ability to use E-rate funding for hotspot lending will ensure libraries can more reliably address still-persistent connectivity gaps in their communities.</p> <p><strong>Almost half of libraries (46.9%) currently offer hotspots for checkout</strong> — an increase of 14.6 percent since 2020 — according to the <a href="/pla/data/plasurveys">2023 Public Library Technology Survey</a>, published by the Public Library Association on July 9, 2024. Spotlighting the ways public libraries are advancing digital equity in their communities, the report’s key findings include:</p> <ul> <li>95.3% of public libraries offer some kind of formal or informal digital literacy training, and almost 30% report they offer a digital navigator program to assist patrons.</li> <li>Federal funding is critical to supporting library technology needs: almost half (52%) of libraries applied for the E-rate program either individually or as part of a consortium.</li> <li>Almost one in five (19.7%) libraries are involved in digital equity or inclusion coalitions at the local, state, or regional level.</li> </ul> <p>Despite data showing the increase in connectivity from libraries and schools through pandemic-era programs, critics have challenged the use of E-rate funds for hotspots. <a href="https://docs.fcc.gov/public/attachments/DOC-398178A1.pdf">According to the FCC</a>, public libraries and schools supported approximately 18 million students by providing 8 million broadband connections through the ECF program between 2021 and 2023.</p> <p>Hohl said, “ believes that the FCC has clearly established their legal authority for this program. They outline this clearly in Section F of the draft Order and cite Congress’ recognition of evolving services in order to meet the goals of universal service. In June, joined with 10 of our national education partners in <a href="https://www.aasa.org/docs/default-source/advocacy/aasa-amicus-brief-molak-v-fcc.pdf?sfvrsn=e8c677b3_3">filing an amicus brief</a> in support of the FCC in the Wi-Fi on school buses court case. We believe that these expanded uses of E-rate are appropriate and lawful.” </p> <p>In addition to active engagement on behalf of libraries throughout the comments period, is developing resources to build awareness and education about the program, including guidance through the application process. In the coming year, states with approved digital equity plans will begin implementing them over five years through state capacity grants awarded according to a formula set by the National Telecommunications and Information Administration (NTIA), the federal agency responsible for administering Digital Equity Act funds. </p> <p> President Emily Drabinski said, “Since the Digital Equity Act was passed in 2021, has advocated for libraries to have a seat at the table in their state-level planning by providing library workers with tools and guidance to make their case to state leadership. As vital community hubs that have provided direct, material digital equity support to their patrons for several decades – whether through digital skills classes, in-person or remote internet access, or a range of other resources – libraries of all types are well positioned to assist states in achieving their goals and receive funding to support and expand their digital equity work.” </p> <p>“The implementation of these grants is not cut and dry,” said Drabinski. “Each state will work on different timelines and with different funding amounts. ’s role is helping libraries prepare for their state capacity grants. Even if each state has a different application process, there are steps all libraries can take now, from reading their state’s digital equity plan to forming partnerships with other community stakeholders. It will take collaboration and advance planning to ensure this unprecedented funding gets to the people most in need.” </p> <p>After receiving capacity grants later this year, states will release plans for their own redistribution of funding at the local level and will have varying deadlines to apply. With more than six years of data from the Demand Driven Acquisitions (DDA) program of an R1 university, the presenters completed a multi-year analysis of DDA eBook acquisitions, cost, and usage data to determine if the program has resulted in both a balanced eBook collection and an efficient return on investment over time. Originally designed and implemented in 2016, the DDA program, administered through collaboration with GOBI and EBSCO, was part of a shift in the collection development model from just-in-case to just-in-time purchasing. In 2018, sixteen months after the program began, an initial study of data established that the budding DDA plan had resulted in the alignment of eBook selection and cost with traditional print monograph purchasing across subject disciplines as well as a remarkably high return on investment (ROI) of eBook DDA title purchases as compared to firm-order eBook and print titles. This presentation introduces the findings of the subsequent study, eight years after the program’s implementation, and demonstrates how eBook purchasing via DDA has maintained collection balance, ensuring significant return on investment and purchase of books based on demonstrated need.</p> <p>This webinar was previously presented in-person as a session at the 2023 Core Forum. The goal of the series is to help educators identify the most compelling and relevant items for their students from the Library’s extensive collections, help them integrate primary source materials into their instruction, and provide them the flexibility to customize the materials to meet the unique needs of their students.</p> <p>Titles in the “Discover and Learn with the Library of Congress” series will be published as full-color larger-format (8.5 x 11-inch) 32–64-page softcover books, each complete with a background essay, an in-depth usage guide, and a variety of curated primary sources, teaching ideas, links to additional resources, and other tools for educators. The new series will launch in late 2024 with publication of <em>The Civil Rights Movement</em>, which includes material that highlights the era’s most frequently taught milestones: Rosa Parks’s arrest and the Montgomery Bus Boycott, <em>Brown v. The ECP demonstrated that libraries are fantastic local partners in deploying hotspot lending programs and finding connectivity solutions for their patrons. The ϲʿapp agrees with the FCC that extending the E-rate program to cover hotspot lending and off-campus broadband services is a sustainable way for libraries to continue supporting communities and households who lack home the broadband access necessary for work, school, health and social connection.”</p> <p>The proposal, released on November 8, 2023, would update the E-rate program to meet the educational needs of library patrons and students who rely on libraries and hotspot lending programs to access internet at home. This change comes as the Emergency Connectivity Program (ECP), which supported off-campus broadband connections during the COVID-19 pandemic, is set to expire on June 30, 2024.
